What happens if you've returned to education (not mature student-dropped out and started a new course) had to pay fees, in receipt of BTEA but werent entitled to the grant for 1st year. Will you not be allowed to apply for the grant for the 2nd year?

According to the Citizens' Information website, those who have already been in education and on BTEA will keep the grant, reduced by 5%. New applicants, those who are just starting a new college course, will not be entitled to grants, although they will still not have to pay the registration fee.
