Lists of Unfinished Estates Exempt from Household Charge
Houses in certain unfinished housing estates are granted a waiver from the Household Charge . Because of some variations in assessment criteria by different local authorities – and because some of the assessments were done in 2010/2011 – there could be some estates that are not really unfinished – but are on the unfinished lists. So – before you rush to pay you might want to check that your housing estate is not on the list. It will save you €100 !
Which Unfinished Estates are granted a waiver ?
The government has decided that only homes on two categories of estates qualify for a Household Charge waiver in 2012 – these are :-
Category 3 unfinished estates - where a receiver has not been appointed and the developer is still in place but is effectively inactive;
Category 4 unfinished estates - where the development has been effectively abandoned and is posing serious problems for residents.
There are about 1320 unfinished estates in category 3 and 4 that have been granted a waiver from the Household Charge . We estimate that there could be as many as 34,000 completed houses and apartments on these unfinished estates. Owners of these houses will not have to pay the household charge ( in 2012 at least).
Note : – owners of homes on these estates are supposed to register for the Household charge and claim the waiver for 2012.

The full lists of unfinished estates in the various counties to be granted a waiver can be found below ,….. these are all the category 3 and 4 unfinished estates.

We have been in touch with South Dublin Council - and they have confirmed that there are no category 3 or 4 unfinished estates in South County Dublin Council area.
Residents nationwide in the following types of unfinished estates will have to pay the Household Charge:
Category 1: where the development is still being actively completed by the developer
Category 2: where a receiver has been appointed;

I live near an estate listed for meath and it looks finished to me, Yet I live nearby and have no street lights, my street isn’t listed
I live on an unfinished estate which is on the list, however I am not sure which category it falls under. Surely the list should have a Category number beside each estate so people know if they have to pay or not.
Kim – If its on the list you will be given a waiver from the charge. Only category 3 and 4 unfinished estates are on the lists

Hi there, theres no listing for South Dublin county council?
We have checked with the council – they tell usthey have no unfinished estates that qualify for the waiver in SDCC !
if your housing estate is not listed as an unfinished estate [exempt from the Household Charge] in these Council Lists, can you challenge this and have it listed so that is exempt. how would you go about doing this? the definition that I have seen for unfinished estate that is exempt from the HC is :
Unfinished estates – the number of unfinished estates in the country, where an unfinished estate is defined as an estate that has 2 or more houses where development and services have not been completed and estates completed from 2007 onwards where 10% or more of units are vacant
Brain – as it says in the article you commented on – the only unfinished estates that are granted a waiver from the Household Charge are those classed as category 3 or 4. The Dept of Environment set up these classifications in conjunction with local authorities.

If they are category 1 ( where the development is still being actively completed by the developer) or Category 2: (where a receiver has been appointed) – there is no waiver.
There does not seem to be any appeal process. You could try mentioning it to your local TD or Councillor . Good Luck with that !
It does seem strange that an estate could be in a right mess – but if a receiver has been appointed there is no waiver ??

I live in Cluainin Shannon co clare , developer still attempting to finish the development , still building houses , slowly, not in receivership . place is still a building site in many parts , building supplies and barrier every where , just recently finished 2 more houses , entry was never completed , still after 5 years access via the temporary entrance , so why on earth are we not exempt ???
Martha – where an estate development is still being actively completed by the developer – the government have decided they are not exempt.
What about Adamstown? Its completely unfinished and we are not on the list?
When I look outside my kitchen window its unfinished roads and a shell of buildings across the way??
Amanda – as it says in the article NOT all unfinished estates are being granted a waiver – if the developer is still working on it Or has gone into receivership – they are NOT on the list
i suppose as MoneyGuide suggests that if you are not satisfied that your estate is not on the list and exempt from the HC, you take it up with your local TD or councillor to see what can be done. which political party you approach is up to you… Seems unfair to me that if your developer has gone into receivership and your estate is not finished then it will not be exempt for the HC.
